AASU Institutional Approval PolicyIt is important to realize that the Institutional Approval process is a necessary step which must be taken before mailing a proposal to the granting agency. Top Seek approval for any external funding possibility prior to writing the proposal. Completion of a two-page form titled "Approval to Submit Proposal for External Funding" (Adobe Acrobat Reader is needed to view and print this form) is required by the University. This form is used to route the final draft (including the budget pages). Submit it, along with a copy of the proposal and any agency guidelines, to the grants office no later than four working days before the proposal must be mailed. Signatures of Department Head and School Dean should be obtained before the proposal is sent to the grants office. The proposal is reviewed by Office of Sponsored Programs for compliance with various government regulations then reviewed and signed by both the Vice President and Dean of Faculty and the Vice President for Business and Finance. These signatures signify that the university approves the proposal and that it is not at odds with institutional goals. The approval procedure is designed to ensure that the individual grant-writer does not make commitments, financial or otherwise, which cannot be honored by the University. Office of Sponsored Programs sends notification after all required signatures have been obtained. The Office of Sponsored Programs is required to keep a copy of all grant
proposals on file, as well as a copy of any award notification. Institutional Review Board Policy All colleges and universities are subject to federal regulations concerning issues such as the care of human subjects, animal care, and the management of conflict of interest and misconduct in science. The requirements in each of these areas are stringent and include applying policies and review mechanisms. In order to comply with all agency conflict of interest requirements such as those of the National Science Foundation (NSF) and Public Health Service (PHS), every proposal submitted to any agency must be reviewed by the university prior to submission. Even though there may be no conflict of interest and the agency in question may not require review, every federal dollar awarded is scrutinized. The internal review process has been streamlined as much as possible. The approval form serves to document compliance, or lack thereof, with certain federal regulations. Please remember that, with the exception of fellowships, every grant received as an employee of this university is a grant to the university, not to the employee. |
